The legal situation in Ukraine
Ukraine adopted a Law on Virtual Assets in February 2022, and a new bill (No. 10225-d) on licensing and taxation passed first reading in September 2025 but had not passed second reading as of 20 October 2026. We found no privacy-coin-specific provision in reporting on either. Owning XMR is legal.

- 2026-10-20: The bill had still not passed second reading, despite an IMF-programme target of end-September 2026.
