The legal situation in Vietnam
Vietnam's Law on Digital Technology Industry (fully in force 1 Jan 2026) recognises crypto assets, and Resolution 05/2025 launched a five-year pilot for licensed crypto exchanges. Six months after the first licence, trading outside licensed providers can be sanctioned; no licence had been issued as of late August 2026. We found no privacy-coin-specific rule, and no evidence that any pilot applicant plans to offer XMR.
